Todd brings extensive expertise in health insurance solutions, focusing on individual coverage for those under 65, short-term health plans, and international travel policies. He’s also highly experienced in Medicare options, including Supplements, Advantage Plans, and Prescription Drug Plans (PDP). For small businesses, Todd offers both fully insured and self-funded group health plans. Additionally, he provides innovative Health Sharing plans integrated with Direct Primary Care (DPC) models—offering clients flexible, personalized care options.

Todd is the founder and owner of Transition Health Benefits, serving clients since 1999. With over 30 years of experience in the insurance industry, Todd brings deep insight and proven expertise to every client relationship. His background includes roles with Employers Health Insurance (now Humana) in Los Angeles, as well as American Medical Security (now part of UnitedHealthcare) in Davenport, Iowa, and Milwaukee, Wisconsin. Todd’s industry knowledge and leadership continue to shape the high standard of service Transition Health Benefits is known for.

He is a Member of the National Association of Health Underwriters (NAHU) where he participates in the Individual Health Plan working group, former State Legislative contact for WAHU, and a former board member of Wisconsin's Health Insurance Risk-Sharing Plan (HIRSP). Todd is also an active participant in a collaborative effort amongst Covering Wisconsin, the Milwaukee Enrollment Network (MKEN), and WI State agents and brokers to promote enrollment into health insurance coverage. Todd has also participated in monthly calls with CMS and a select group of nationwide brokers to help shape initiatives with the Federal Marketplace. He attended Miami of Ohio University and received a double management major and a minor in marketing.

Sue Cyr is involved in sales and customer service for individual and family health insurance plans for under-age 65 clients and Medicare-eligible clients. She is certified to sell all of the major healthcare reforms, Medicare Supplement, Medicare Advantage, and Part D prescription plans. Sue corresponds with each client every time their plan renews to offer recommendations personalized to their needs.

In addition, Sue administers Transition Health Benefit's two dental and vision insurance trust plans.
